Where to stay in Pagadian City: a friendly local guide

First, a little about the city
Pagadian is the capital of Zamboanga del Sur and the regional center of the Zamboanga Peninsula (a quick overview on Wikipedia). It's busy enough to have everything you need, but small enough that you're rarely more than a short ride from where you want to be. You'll notice one thing right away: the tilted tricycles. Pagadian's streets climb up and down the hills, so the tricycles are built at an angle to keep you level. They're cheap, easy to find, and honestly part of the fun.
Pick your area first, then your room
If you're here for work or errands: stay near the center
Government offices, banks, the market and most restaurants are around the city center, near Plaza Luz and the Santo Niño Cathedral. Most hotels in Pagadian City are here too, so it's the easiest choice for a first visit or a short business trip.
If you want the view: stay near the bay
The area around the Pagadian City Rotunda looks out over Pagadian Bay, and it's lovely at sunset. Families going island-hopping to the Dao-Dao Islands will like being near the coast.
If you're a group or staying longer: rent a whole place
